Job Summary
The Executive, Learning & Development supports the successful implementation of TOUCH’s organisation-wide learning strategy. The role covers end‑to‑end L&D operations, including programme coordination, learning systems administration, digital learning support, data analytics, evaluation, logistics management, and stakeholder engagement.
This role strengthens staff competencies, supports a continuous learning culture, and helps the organisation deliver service excellence.
Principal Responsibilities and Duties:
1. Programme Coordination & Administration
- Manage the annual training calendar, including communications, nominations, registrations, and participant confirmation.
- Administer training budgets, billings, grant submissions, and claims.
- Coordinate with internal and external trainers on session preparation, materials, attendance, evaluations, and documentation.
- Maintain the organisation’s skills inventory and support competency or skills‑based learning pathways.
- Use AI tools to support course curation, content summaries, and administrative efficiency.
2. Learning Management & Platforms Administration(digital systems)
- Maintain and update course listings, learning records, and programme information.
- Monitor enrolment and track learning participation and completion.
- Generate reports, dashboards, and metrics to support management reporting.
- Support the development, updating, and maintenance of learning platforms (e.g., onboarding modules, digital content repositories).
- Manage content tagging, learning data, and structure organisation database.
- Support workflow automation (e.g., reminders, certificates, digital approvals).
3. Digital Learning Solutions & Content Operations
- Assist in designing, editing, and quality-checking digital materials (e-learning modules, microlearning, videos, graphics, guides).
- Manage version control and organisation of digital learning assets.
- Support blended, virtual, and hybrid learning experiences.
- Use AI tools to create basic guides, summaries, content drafts, and learning artefacts.
4. Evaluation, Analytics & Continuous Improvement
- Apply learning evaluation models (e.g., Kirkpatrick) to measure programme effectiveness.
- Consolidate, analyse, and interpret training data (hours, competencies, behavioural outcomes).
- Develop dashboards and reports to provide insights on learning trends and organisational capability needs.
- Support skills gap analysis and monitor progress of capability-building efforts.
- Recommend improvements to enhance learner experience, training operations, and process efficiency.
- Use AI-assisted insights to strengthen evaluation and reporting.
5. Logistics & Training Experience Management
- Manage logistics for in-person, virtual, and hybrid training, including room booking, technology setup, materials, refreshments, and onsite coordination.
- Provide virtual training support (e.g., managing breakout rooms, troubleshooting technical issues, hosting features).
- Ensure smooth execution of training events and address operational issues promptly.
- Maintain consistent training setups that reflect professionalism, learner comfort, and brand standards.
6. Stakeholder & Vendor Engagement
- Serve as the liaison for staff, supervisors, and learning partners on learning enquiries and pathways.
- Source, evaluate, and coordinate with vendors and training providers.
- Support vendor performance evaluations using data and feedback.
- Contribute to organisation-wide learning initiatives, culture-building efforts, and transformation programmes (e.g., digital readiness, AI adoption, EES initiatives).
7. Data, Insights & Learning Analytics
- Ensure accuracy, consistency, and PDPA-compliance of learning data.
- Track learning behaviour, engagement, and participation trends.
- Maintain dashboards (Excel, LMS analytics, or BI tools) to support strategic decision-making.
- Support analysis of workforce capability gaps and learning needs across the organisation.
Essential Qualifications:
- Diploma or Bachelor’s degree in Human Resource Management, Psychology, Social Sciences, Adult Learning, or related fields.
- 2–3 years’ experience in Learning &Development or training administration.

- Understanding of adult learning principles and basic learning design to identify and shortlist external vendors for training and consulting opportunities
- Highly organised, detail-oriented, and strong in coordination and operations.

- Strong stakeholder engagement and communication skills.
- Competent in AI tools, Microsoft Office, digital platforms (Teams, Zoom), and design tools (Canva).
